Abstract

This work was intended to discuss the Interim Rule 520/10, established in December 31 by President Lula, who led the emergence of the Brazilian Hospital Services - EBSERH. The purpose of this paper is to describe the governance challenge of this new organization. It is a theoretical study, based on review and analysis of literature on the subject. The EBSERH management model was described and analyzed under the light of concerns about organizational structure and professional bureaucracy of Mintzberg (1993, 2003).
